It is a common phenonmenon that people can do something with so-called reasonable reasons by payingpenatly.As
shown from the three pictures above ,people can give birth to more childern,emission can be releaed at will and more
and more trees can be fellen.
   But we can't deny that the problem shown in above three pictures is a very serious issue that our government and  
all people should take some strong measures .As an old saying goes：Everything has an origin.There are three
reasons can explain this problem.To begin with,laws in our country are not very perfect and many deficencies exist in
it.Second ,the management of our givernment's departments are not strict and managers ,who take the mistakable
view that mony can deal with everything,often simplify the serious problems.Moreover,most of our country's ctizen
do not ackonwledge the law in detail.
  To solve this issue is must not to be delayed.Laws shuold be perfected and stricted.Our government should procast
the konwledge of laws to take a strong impact on people and managers.Last,all people should do little thing at heart at now
