In effect, group interests - rather than personal interests per se - appear to shape the political perspectives and issue positions of individuals.

issue position 直译就是问题位置。。貌似不太靠谱，能想到其他译法吗？

因为没有上下文，个人认为大致的意思是：
事实上，群体倾向会影响（或塑造）个人的政治观点和对问题的看法。
学识粗浅，恳请斧正。

感觉跟and之前的“政治观点”类似，是不是翻译成个人的角色定位，会好一些？因为“issue”翻译过来的含义比较多，知道文章背景可能更容易准确翻出来。
